SAPD: Jim Wells County District Clerk arrested in park known for sex crimes

CORPUS CHRISTI, Texas — The San Antonio Police Department has released new details on the arrest of Jim Wells County District Clerk Rene David Guerrero.

According to a police report obtained by KRIS 6 News, on Tuesday, Aug. 20, at approximately 1 p.m., officers with the San Antonio Police Covert Operations Unit were at the Rusty Lyons Park at 6400 McCullough Avenue. According to the report, the park is well known to the San Antonio Park Police for high criminal sexual activity that occurs in the men's restroom area.

An undercover officer said he was standing in front of the only urinal in the men's restroom when Guerrero walked into the restroom. The officer said Guerrero walked into the restroom's only stall and kept the door completely open. Just as the officer stepped over the the sink area, he noticed Guerrero standing near the door and away from the toilet, looking out the window.

The officer then noticed Guerrero had his genitals exposed over his pants and was aggressively touching himself in that area. The officer asked him what he liked to do and that's when Guerrero made a lewd statement.

At that point, the plain-clothes officer exited the restroom and uniformed officers went in and arrested Guerrero for indecent exposure.

According to Texas Penal Code 21.08, indecent exposure is defined as “an offense if he exposes any part of his genitals with intent to arouse or gratify the sexual desire of any person, and he is reckless about whether another is present who will be offended or alarmed by his act.”

Guerrero was a school board member for Alice Independent School District for 26 years.
