The Port of Corpus Christi surprised many when it supported Phillips 66's offshore terminal proposal after strongly opposing a similar project by Trafigura.
Last December, at the request of port officials the city council passed a resolution opposing Trafigura's project and urging the governor to do the same.
They were concerned about risks to the environment and the city's air attainment status.
That's why some leaders are questioning what the mayor referred to as the port's consistency regarding the Phillips 66 project.

If built, Phillips 66's Blue Water Texas Terminal would be 20 miles off Corpus Christi near San Jose Island in San Patricio County.
