Richard Salazar was shot four times.

His brother-in-law says Salazar is at home still recovering from his injuries and still has a bullet lodged in his spine.

He says he's in constant pain physically and mentally.

“Severe PTSD, scared of cops now, hard to move, moves slowly, just constant pain," said Sean Garza, Salazar’s brother-in-law.

A federal lawsuit has been filed against the City of Corpus Christi and the CCPD over the shooting of Richard Salazar.

The suit alleges excessive force from the two officers who were involved.

It also alleges Salazar's Rights were violated and says, the officers were not properly trained.

Attorneys are seeking just over $12 million in damages.

The District Attorney's office also released a 46-page report providing more details about the case.
