City fills two of three homeless posts

The City of Corpus Christi has filled two of the three positions in its newly formed homeless outreach department.

Interim Asst. Director of Human Resources Liza Wisner said in an e-mail that Barton Bailey, a senior associate pastor at First United Methodist Church for the last seven years, has been named Homeless Services and Workforce Housing Administrator. Emily Shafer Northrup, formerly the Mayor's Intern for Homeless Issues, has been named Homeless Outreach Coordinator.

Bailey has experience working with programs that help the homeless such as Metro Ministries, the Coastal Bend Food Bank, The Station Church and local elementary school homeless groups.

Northrup is a graduate student at Texas A&M-Corpus Christi who has been part of an effort to compile and analyze data concerning the homeless in Corpus Christi. She plans to graduate with a Master of Public Administration focusing on Public Management in December.

Northrup is scheduled to begin Oct. 21, and Bailey begins Nov. 4.

The city has yet to hire the third member of the team, which is its Workforce Housing Coordinator.
