The State of Texas has requested certain Hurricane Harvey survivors living in FEMA temporary housing units managed by the Texas General Land Office be given an opportunity to purchase their current unit.

A temporary housing unit includes manufactured housing units and travel-trailers.

Eligible survivors must lack a permanent housing solution and can only purchase the THU they currently live in.

Applicants must be in agreement with the revocable license conditions they agreed to before moving in. They also must agree to insure the unit, including hazard and flood insurance.

The unit’s sale price is based on the unit type, the number of bedrooms and the number of months the applicant lived in the unit. Applicants who are unable to afford the sale price may appeal that price.

Qualified applicants will receive a letter asking if they want to purchase their unit. The transaction is handled on a case-by-case basis.

Applicants can use their repair or replacement funds from FEMA to purchase their unit.

After the sale, the applicant and/or members of the applicant’s household will no longer be eligible to receive FEMA housing assistance for that declared event.

Applicants with questions can call 855-336-2003 or fax at 512-490-1248.
