Hurricane Harvey washed group of barges washed into the dunes on San Jose Island.
Almost 11 months later, they haven’t budged. Chief Investigative Reporter Rick Spruill went in for a closer look and find out who owns them, what’s in them and if there’s a plan to get them out of there.
