NORTH BEACH -- The city has finally started work on a 2008 bond project for the North Beach area.

The North Beach entry archway was supposed to be completed in 2011.

That didn't happen.

It won't happen in 2012 either.

But -- fingers crossed -- by 2013, the arch will be
