Towering Barbed Wire Fence Frustrates Neighbors

CORPUS CHRISTI - Imagine walking out each morning to the view of a 12-foot-high patchwork fence strung with barbed wire and surrounded by a mud puddle.

That's the reality for a people living in an Annaville subdivision for several years. Neighbors say the owner has no desire or motivation to make the eyesore go away. Instead, she just makes it worse as time goes by.

The neighbors tell us she used to have a normal fence until she doubled the height and strung barbed wire through around the top.

The structure has stood despite their best efforts at getting the City of Corpus Christi to force the owner to take it down.

"We've tried for many years to get someone to listen to us and tell us how she could live this way. When we're taxpayers, we've got codes we have to live by but it seems like she doesn't have to," says a neighbor.

We tried to find a way to the front door but the home is surrounded by mud, along with the barbed wire and towering fencing.

The neighbors say the owner, Herlinda Nunez, has been taken to court, but each time a judge gives her a continuance.

City Neighborhood Services Director Eddie Ortega tells KRIS 6 News he feels for the residents, but the city has to follow the law. The fence built without a permit has been ticketed and the owner has rights.

"We have to give the owner due process. Whenever we identify a violation we have to notify the owner and give them adequate time to address the violation," says Ortega.

But the neighbors said due process has only resulted in more barbed wire and a taller fence. "They (city officials) say they're going to make her enforce it but obviously they don't make her enforce it."

For now, the view and the frustration are now just an unfortunate fact of life.

We contacted city councilman Kelley Allen to ask why this problem has been allowed to fester but we've not yet heard back.

Herlinda Nunez was scheduled to appear in court today. The judge issued another continuance in the case against her.
