GALVESTON - Thousands of water meters in a Southeast Texas city have been malfunctioning and officials are estimating usage while repairs are made.

The Galveston County Daily News (http://bit.ly/XkphTH ) reports more than a quarter of Galveston's water meters have failed in recent weeks. The provider, Badger Meters, has been replacing and upgrading the defective transmitters at no cost to the city.

City Manager Michael Kovacs updated council members Thursday night. Kovacs says the problem stemmed from a defect in transmitters that send usage information from meters to a computer. Crews have even been working weekends to fix the problems.

City officials know which meters, of the 23,000 upgraded since 2004, are defective and send workers to those addresses to get the correct numbers. About 2,500 meters per month can be read manually.
