CORPUS CHRISTI -- The Sea Gulf Villa Apartments in downtown Corpus Christi recently upgraded to energy efficient heating units, but some say they're not working well enough.

"Every time I feel sorry for myself, I go outside and see 10-15 people worse off than I am, but there's a lot of people in bad shape here," said Leon Hiatt. The 77 year old has lived in the complex for 10 years.

A few months ago, management upgraded to energy efficient heating and cooling.

"Some people say its satisfactory, but its not really," said Hiatt.

Before the facilities were upgraded the units had a wall unit that did both heating and cooling, now, they've upgraded to these wall units, but because they're not sufficient enough to heat the unit, some residents are also using space heaters.

"I can put up two heaters, I've got 3 real small heaters, and if I turn one of them on it gets overloaded and pops a breaker," Hiatt explained.

He also needs oxygen, so his outlets can't hold much. He's been using blankets and sweats to try and keep warm.

"The other night, 3 nights ago, it was just cold, cold and I was up all night with it and just miserable," Hiatt said.

The building's manager and maintenance supervisor were out of the office, but Linda Benavidez says she's only heard of 3 complaints and that management in California offered up heat lamps to keep the bathrooms warm.

"Is that going to heat up the whole unit, if the bathroom's heated," we asked. "No, its just going to heat up when they're taking a shower," said Benavidez.

She told us if residents don't complain she can't help them.

She told us she'd post a notice for residents to come to her for help.
