RUSSIA -- Several protesters were detained outside Russia's parliament early this morning ahead of a vote by the upper chamber on a measure banning Americans from adopting Russian children.
The bill, is in retaliation for a new U.S. law imposing sanctions on Russians deemed to be human rights violators.
President Vladimir Putin hasn't committed to signing the bill but referred to it as a legitimate response to the new U.S. law.
Russia has tried to increase domestic adoptions over the past several years.
