CORPUS CHRISTI - It's been three months since City Councilwoman Priscilla Leal suffered a severe stroke. Since then, she's had to miss eleven city council meetings.
Without Leal, the council has eight voting members. That's enough for a quorum, but it's also an even number, which means there's opportunity for a tie.
City Councilman Mark Scott said they've taken around three-hundred votes in Leal's absence. While only a few issues have ended with a split council, he said they were important ones.
"The plastic bag ban was one of them," said Scott. "There was the inability to get the five out of the eight of us. So, you move on."
The city council also split on a resolution bringing affordable housing to Calallen. Officials said if Leal had been there, those apartments probably would have received city support.
That's because Leal is known for being passionate about her district. Scott said the council is noticably different without her.
"I miss her nature," said Scott. "We didn't always see eye to eye, if you watched the council meetings, but she was always passionate, is always passionate, about her position."
Leal's family said she's doing much better now. She's smiling, reading, and starting to communicating with them. However, the family said she still has a long way to go.
Scott said he, along with members of the council, will continue to do his best to pick up the slack while she recovers.
