Dallas Police Honor Detective Cuffed To Oswald

DALLAS - The man in the cowboy hat handcuffed to Lee Harvey Oswald when he was shot by Jack Ruby, is set to receive the police commendation award.

A ceremony is set for Tuesday morning to present the award to retired Dallas police detective Jim Leavelle. Dallas Police Chief David Brown will also present the detective of the year award, which will be named in Leavelle's honor.

Leavelle joined the Dallas police in April 1950. He was among the lead detectives assigned to investigate the Nov. 22, 1963, assassination of President John F. Kennedy and the slaying of Officer J.D. Tippit.

A photo of the moment when Ruby shot the accused presidential assassin Oswald won the Pulitzer Prize. The 50th anniversary of the Kennedy assassination in downtown Dallas is in November.
