    The Federal Emergency Management Administration remains unable to explain how or why officials offered a FEMA DHU (Direct Housing Unit) to a Rockport widow only to rescind the offer just as the woman was set to move in. 6 Investigates has been asking that question since first meeting with Tabatha Castro, who says her children had already picked out their bedrooms in the FEMA home, when she got the call that the home wasn't to be hers, after all.
